FAJRISTAN

First of all, shortly if I want to point out to the first sparks of the thoughts of “Convergency” in my mind, I must say, the place as we were living, Tajikistan Radio was being broadcasting better than Afghanistan National Radio, therefore in my childhood, I became familiar to people of Tajikistan before I know all provinces of my birthplace (Afghanistan). When I had listened to the voice of Tajiks, I was thinking, from where they are and who are they, I don’t know. But I just know, whoever they are, they are our close relatives and share the same culture as we do …. Very soon my feelings converted to believes just soon after a group of people of Tajikistan migrated to Afghanistan.

After years, in 2000 in an imposed migration from Afghanistan to Iran via Tajikistan, I had a short stop in Tajikistan (Khatlan), once again I felled this relationship from near. When I reached Iran (Mashhad) I was just nineteen years old and was studying in tenth class. For one and half years of my residing in Iran I got that there is no difference between We and Iranian, though I knew my Iranian brothers through Radio and books little as I had knew Tajikistanis. But after migration and visiting many cities I found myself as them. One more accident also occurred when I was in Iran which was my introduction with great poet and philosopher of east (Today’s Pakistan and yesterday’s sub-continent) Allama Muhammad Iqbal Lahori. During studies of Iqbal books, I was not only surprised but also I interested to have deep information on my relatives who are living other side of the borders (Pakistan). Even when I asked a lot Iqbal’s books from Mashhad library, they thought I am A Pakistani.

In 2001, when I returned Afghanistan, I wanted to give entrance exam and continue my higher education, but unfortunately the date was finished except Badakhshan (Shighnan) where entrance exam was not hold because of the far distance from Kabul. I also tried a lot to get this last chance so I went Shighnan with Kankoor delegates, the place where I could see very easily people were walking in other side of  border in Badakhshan of Tajikistan (Khariq). For a week because of the heavy cloud in the sky of Badakhshan we could not fly back to Kabul, so we stayed there and I could see many thinks in this duration which resulted to think deeply and cry to see some tragedies in the sides of river, specially when I was looking for the families whom were separated by force. I was thinking on faith of a young man with his daughter, son and wife waiting in that side of border to meet his relatives this side but can not, it is because the borders negated this right from them.

 

   

The Meaning and Concept

In this pattern we believe that the scholars of the countries; Tajikistan, Uzbekistan, Kirghizstan, Tukmenistan, Pakistan, Iran and Afghanistan, on the basis of the just right ( desire of removing borders ) in the region, try to start a rational and reasonable homogenous action with taking in to consideration of time and removing political and geographical borders,  provide a homogenous and united nations whom were one once upon a time. And bring all local small cultures on the axis of a big civilizational culture.

 

Mechanism and initial Steps

ü  Translation and publication of this plan in local and international languages

ü  Attempt to deliver aim of the plan to all scholars of FAJRESTAN via media, University, Internet, Seminars

ü  Attempt to form a commission from scholars and agents of FAJRESTAN nations

  

Aim of the Formation of the commission

1.      Establishment of research centres of FAFRESTAN region

2.      Establishment of FAJRESTAN university

3.      Establishment of FAJRESTAN television

 

Aim of the formation of the mentioned centres

a)      Research and examination of the field of convergence

b)      Research and examination of the barriers of convergence

c)      Attempt to publish the plan

 

Meaning and Concept of FAJRESTAN civilizational region

The name derived from three words respectively; FAJRESTAN, Civilization and Region that in Farsi we say HOWZA-E-TAMADDUNI FAJRESTAN.

·        Region (HOWZA) means: area, territory, division, section, zone and part. But our aim here is a part of the world.

·        Civilization (TAMADDUN) means: development, advancement, progress and desire of cooperation and coordination in the socio-political and economic fields. But we mean that in past these localities had same culture and custom which should be revived.

·        FAJRESTAN is a composition of two words; FAJR and STAN. FAJR means daybreak and lightness after darkness which is used here because of the rich meaning. And then STAN, which means plenty and its usage, is mostly as a suffix of place. Like in FAJRESTAN countries, except Iran, all have this suffix.

Despite the reasons that I gave, during the structuring of the pattern, we were looking for a meaningful name. From the composition of the first alphabets of the name of the countries nothing meaningful we could derive. Later on in conciliation with Gulab Shah Amani, Teacher in Bamiyan University, the word FAJRESTAN derived from fragmented alphabets of each country as; second alphabets of Afghanistan, Tajikistan and Kirghizstan. The fourth alphabets of Pakistan and Uzbekistan, and the fifth alphabets of Iran and Turkmenistan that with addition of Civilizational and Region the word FAJRESTAN CIVILIZATIONAL REGION came out.

 

The principle Motives

·        Look in to partition and separation of relatives that stones laid in between their feelings and sentiments.

·        Rational duty and divine responsibility of every human being to think for welfare of his environment.

·        Being thoughtful on western development and eastern backwardness

·        Narrowness and suffocation of tribal, racial and linguistic atmosphere in my country which torture every painful human being and unfortunately some of the countries in the region experience same issue.

  

The principle Reasons

·        Multi dimensional relations of the nations of the region through transaction of local cultures under one national civilizational identity in a united political geography,

·        Wishes of the convergence of the mentioned nations in the region in present. For instance; demonstrations in both side of borders to have trade and relations with their relatives in other side of the border.

·        Premature danger of the clash of interests of great power in the region.

·        Failure of the notion of the system of  World Collective Security by great power.

·        Sovereignty of the spirit of regional convergence in twenty first century. Like victory of European Union and struggle of African Union and Arab Union

·        The existing of shared funds (culture, religion, language, geography and etc…) among the nations.

·        Shared fate ( peace, stability and security. Legality and development of the region in all cultural, political and military dimensions with its international affection.) Relates to each other.

Important question relating to the Plan

These responses are all to those questions which asked by people before I come India.

Question 1: Do great powers agree with this plan, if not then?

Answer: firstly The Powers which believe in natural process of Globalization and claim of peace and stability and global convergences to the mentioned countries to come together then let them accept this humanistic and just wishes of regional convergence starts.

Secondly Power should know this, the borders which are demarcated by force will not remain for long time as the nations behind these borders, have feelings of convergence which should be fulfilled once.

Thirdly if this wish is based in right and justice, then leave the one who doesn’t want because no Power can oppose nations.

Question 2: with the existence of all such barriers and limitations, is it possible to practice this plan?

Answer: we can say simply that if there was no barriers and limitations and problems then all   KHIZISH AFARIN attempts of human being in the course of history would have been left abortive. Barriers and Limitations result to struggles of human being. If this unbelievable look was trough the whole history, then there was not even a single development in evaluation of human society. European Renaissance is the best example which changed the Dark Age which were going on for hundred years. Those days Europeans had not believe one day they can come to gather with all diversity they had, but in FAJRISTAN region, people want with all cultural, linguistic and geographical sharing that they have.

Question 3: Do our generation (Sketcher Generation) enough for achievement of this plan?

Answer:  If our forefathers were planting tree only to get fruits themselves, then for violation of natural law and flee from time bound responsibility we should stone their graves instead of alas and crying.

The Regional Convergence Century

Before counting treasures of regional convergence based on many reasons, its suitable to name 21th century” The Regional Convergence Century” . as its clear one of the major reason for the failure of the notion of the global convergence was because of the collective security system based on control of Great Power by League of Nations First World War and United Nations, Security Council and World bank, after Second World War with the ideas of Idealists and followers of the Idea of Globalization and now New World Order. These failed experiences resulted to think the first stage to go for globalization is regional convergence then globalization is practicable. The attempt for a regional convergence is an attempt to the initial stages for practicing globalization, because with the imbalances of power in the world, the wishes of globalization is impossible till the time, all regions reach equal power and economic enrichment. I suggest to World nations to come together as Regional system in initial stage which result to globalization.

 

Options of Convergence

Like this, the countries located in FAJRISTAN region, know better that in cooperation with soul of 21th century, they become ready toward a regional union, as soon as possible. But for fulfillment of this aim with taking consideration of situation in the region and world there are four options to achieve their goal.

 First Option-acceptance of the model of convergence with MEHWARIAT and centrality of Moscow.

Second Option-to shelter in one of the world Power (USA, Europe or China)

Third Option- is that we leave our region be a free land for competition of Great Power that they plunder whatever we have already.

Fourth Option- this option demands from all nations of the region to coordinate with each other and instead of going for three mentioned above options results to gradual death, wakening national capacities toward convergence, in unity we become free and independence like other nations of world.

Necessities of Convergence

·        Security need

·        Economic need

·        Cultural need

·        Geographical need

·        All other bilateral needs

 

Capacities of Convergence

·        Overflowing natural sources

·        Simple trade relations

·        Plentiful human force

 

Characteristics of Convergence

Although such plans for regional convergence sketched before also, but many differences are there as :

Firstly- Those plans have been always sketched trough states for their own interests.

Secondly- This is not an artificial plan, but only wishes of the nations of the region.

Thirdly- The writer will go practicable till achievement of the goal. It is not a slogan only.

Fourthly- The writer never sketched this plan for the interests of his own country, but is an equal interest of the every country of the region for going to the last wishes of all nations of the World which is Globalization.

دکتور میرویس بلخی در بیست و سوم جدی سال ۱۳۶1 خورشیدی در شهرستان خُلم ولایت بلخ در شمال افغانستان تولد شد. در سال ۱۳۸۶ پس از تحصیل در مقطع لسانس در رشته علوم سیاسی دانشگاه دهلی در امتحان کانکوری سرتاسری هند شرکت و به دانشگاه جواهر لعل نهرو راه یافت و بدرجه ماستر در سیاست بین الملل فارغ شد. در سال ۱۳۷۸ دوره ام.فیل (M.Phil) را در همین دانشگاه به پایان رسانید. دکتور بلخی در سال 1394 خورشیدی دکتورای خود را در حوزه سیاست بین الملل و مطالعات خاور میانه در دانشگاه جواهر لعل نهرو، زیر عنوان " مطالعه مقایسه یی ملت سازی در عراق و افغانستان پس از امریکا " با سرپرستی پروفیسور ای.کی. پاشا، به پایان رسانید. بلی در زمینه روابط بین الملل، سیاست خارجی، مطالعات خاورمیانه و مسایل روز کتاب و مقالاتی به زبان فارسی و انگلیسی نوشته است.
